i don't think so, because, well it is not an easy thing to find in any game....
a new character needs it owns animation moves, attaacks, etc
i give < 0.1 % that such code exist

If you can get me a save state of just before when you play as Kafei in pj I might be able to make the code, I've seen few requests around various forums regarding this, and not having played MM all the way thru im not sure how possible it is, however from what I read you can at least control the character?

I don't think it is impossible, since you control Kafei one time on his side quest (Sun Mask huh? How I love Zelda...) and the game has funny glitches, as I heard (I can't comprove by myself, I still did not try them), like to control the Fierce Deity not only in boss rooms, but in Termina Field and use the Giant Mask in the Sakon's Hideout (what may cause crashing). So, I think there's still some hope.
PS: [offtopic] I finished MM one time not using the FD mask. Ok. Then I went to moon again to battle Majora (using the same save state), and this time I used the mask. But hey, that mask makes Link act berserk it isn't? But why can I control the FD Link normally, like controlling the kid Link? [/offtopic]

I just know something...
The controll is given to Kafei,so there's a switch
Ex.: 00 = The Controll is Given to kafei
01= The Controll isn't given to Kafei
The code need to makes the number "00" everywhere...
And the model has to be loaded in the Area too.
The only place I've seen Kafei is :
South Clock Town
West Clock Town
Curiosity Shop
Ikana Canyon
Sakon's Hideout
Now let's wait about the code.

By the way,someone told me that he played as Kafei with a bug.
He was using the NGC Version of Majora's Mask.
He said that he used a code to play the song of time only by pressing "L".
He saved,and when he got back to the game,he was Kafei.
