If you are using Windows XP use P.E.Op.S CD plugin and select the Win2k/WinXP reading mode.

Hmm, odd. The next option would be to install an ASPI layer such as the one available here:

http://www.adaptec.com/worldwide/support/driverdetail.jsp?cat=/Product/ASPI-4.70&filekey=aspi_471a2.exe&sess=no

You should be able to read the disk with just about any CD plugin after that hopefully.

You are running the game through ePSXe aren't you? Configure the P.E.Op.S CD-ROM plugin by changing the drive to the DVD-ROM. Then use the auto-detect feature. Then in ePSXe use run CD-ROM and the game should start. Make sure you are using a graphics plugin compatible with the gpu of yours and not Pete's OpenGL or DX7. Otherwise I have no idea.

Is that a first-generation DVD-ROM drive? If so, it might not have the necessary infrared laser to read the black discs.
Since you say your computer is 733 MHz, it is likely that it came with such a drive.

Is it possible the CD itself is damaged?
