In theory, yes and no. Even if you are on a fast connection there is no guarantee that you will find someone to play against, Nintendo 64 online play is not a common thing. However if you are on a network, download the kalliera server, v0.83 last time I checked, and play it over your lan.

even if someone plays smash brothers it dosnt gonna wark and if you fix that the game is going to be very slow

Come on, there's a reason why asking for ROMs is prohibited. It's not an arbitrary rule. A long time ago, maybe you would have been allowed to, but definitely not any more, because of Nintendo of America and other game company officials literally are planning to file legal action against people of web sites that distribute commercial (non-freeware) games.
Another person ended up getting banned, because of failing to acknowledge the fact that EmuTalk can be held liable if people at EmuTalk allow ROM distibution.

Probably not, but in 2004, it's most likely quite possible. :)
