I'm just curious whether it'd be possible to convert the 3d models of i.e. n64 roms to a popular 3d format like 3ds...

It is, but it's entirely dependant on how the developers of said ROMs decided to store their models. Very rarely will GOOD programmers ever use the exact same method twice.

but , what does a emu do then?, how it's posible to graph the n64 3d scenes without knowing either the vertex information, i don't get it , i thinks that any n64 emu can export that info.
correct me if it's needed :)

Because the rom itself has the code to know how to display the models and stuff, the emulator just tries to do what the rom wants. Lol I hope that makes some kind of sence.

but the plugins based in opengl or directx have to know that info so they can give it to gl or directx, don't they?

Of course the emulator/('s gfx plugin) knows that information. With Nemu and TR64's OpenGL plugin you can export this information in VRML format and inport it to say 3DSMax and save it in whatever format.
