I downloaded all hq filter in exe on hiend3d but I don't understand how it works, moving the test.tga or another image on the executable doesn't make anything..
What must I do ?

You need to use a command line to get those executables to work. Open up Command Prompt and type something like:
cd \

Then:

C:\>hq2x.exe pictobeenhanced.bmp picenhanced.bmp

This is if the hq2x executable and picture to be enhanced are all in C:\. Good luck with that stuff.

I am correct in assuming the poster wants to use the filter on the emulator? AFAIK that is impossible to do and has to be integrated into the graphics plugin. Rices already does this.
