Is the RSP.dll included with this older Unofficial Daedalus the latest version of that RSP?

No, it is not. It won't support Ogre Battle 64 JPEG decompression.

Where can I find the latest of that one inparticular?

I don't want it for Ogrebattle, just to archive it.
