Changing rom region

Is there a program that will force a region change of a rom, from (U) region to (E) region? I can't otherwise find an (E) region rom of Duke Nukem Zero Hour, which is what the problem is. And if I was able to force a region change would the game still work in PJ64?

Why do you want to change the region for? Doesn't the (U) rom work?

The (U) rom doesn't work with pj64, but it works fine with 1964.

You can tamper with a rom to change which region the emulator thinks it is. However, it still remains that the internal code of the game remains changed as it was ported to PAL. So, in short, such a conversion is impossible.
