Any ideas on when Scud Racer will be on the net?

I've seen pics of the game being emulated but how far off are they having it released....or is this a totally NOOB question?

There is a supposed Sega Model 3 emulator that's being developed, but I don't even think it even has a name. Maybe it'll be like Viva Nonno (Ridge Racer emulator) where it just comes out of nowhere.
