Why is my speed so low

I have a fairly good computer, (winXP, ATI Radeon 64mb, 448 MB mem. Athlon XP 1.8 ghz) however, I'm having some speed trouble. Evry time I start a game (i use Zelda OoT as my test game) I only hit around 55 fps in the starting screen, and it fluctuates during play. I turned the speed limiter off, and it goes too fast(?) it then drops back to 52-55 fps. What's wrong? And I also need a plugin to be able to hear audio when I have the rsp plugin for audio activated, if anyone knows how to find one. thanks a lot

What model of ATI do you have.

Try to update all controllers for your sound card and Video card

Why is "fast" with a "?" ? With the speed limiter on, it's completely normal for it to fluctuate between 55-60 even though it'd fly above 60 without it on. Below 55 though I don't think is normal.
(that's not FPS, it's VI/s, FYI)

Err... running at 60 FPS is normal on all games.

i got a radeon 9000 with a 64mb and it seems my comp doesn't work well with 64 emulators but can play ps2 and x box quality games so i know i must be doing something wrong. i am new to all of this emu rom stuff.
