From what I have seen GBA games are just portable games that have the graphics of a snes. Are there any truly oustanding games available for GBA?

Golden Sun Series is one unported series which is very good IMHO.

The GBA is more powerful than the Snes, and is capable many things the Snes couldn't even attempt at doing, its just at the moment, Nintendo have been lazy and re-released games I completed 7 years ago, which I don't buy.
I am disappointed with the GBA, but that is because I've played a lot of the titles before, and have them on Snes and in Rom form. But... there are a few games that I enjoy immensly, one, the afore mentioned Golden Sun (they don't make them like that on the next-gen consoles anymore!) Two, F-Zero Maximum Velocity, which is a great, challenging but rewarding game that is an expansion of the Snes version (which I never 'owned')
A new Zelda game is sorely needed (I think Capcom are working on one), or even a new Mario game. Also if you haven't played EarthBound as you are too young/ live in Europe, it is being re-released.

Mega Man Battle Network series r0x.
The new Pokémons, Ruby and Sapphire, are excellent. :)
And of course... Tactics Ogre: The Knight of Lodis.

I really dont like Advance Wars. I dont understand why so many people like it. Can someone please explain to me why they think it is good then maybe I will see it in a different light.
Ive started to play Pokemon Sapphire and it seems Okay . Its a lot like the original Pokemon with only slight graphic improvements.

edit: Wow Megaman Battle network 2 is amazing. Travelling through the net Fighting Viruses, wonderful stuff.
Mario Kart is blantantly the best hand-held game ever created. Make 4 friends and it'll never bore you.

I own Battle Network 1 and 2, and I'm gonna buy 3 soon as I can... and I own Pokémon Sapphire.

Regarding AW, you might just not like turn-based strategy games. :P Like Tactics Ogre and Final Fantasy Tactics :)
And regarding Sapphire...
Did you remember to play for more than TEN BLOODY SECONDS before passing judgment? You can tell from the blasted intros that the graphical improvements go way past "only slight"; it's like night and fucking day!
And you obviously didn't get far enough to get any pokémon, since you didn't notice that they each have an inherent, always-on ability, or that there are very fun (but also very frustrating) new Contests, or how about the berry system? Or maybe even the 2-on-2 battles that are demonstrated in the game's INTRO.
