Swapping Save States!!!

No I mean swap with other people in the forum! ie - I would like a completed Goldeneye state with all cheats and could swap it for a compleated Turok 3 save state or something

Uh, take a look at the file size of a save state and ask that question again. SRAM saves might be possible. As for swapping save states to other emus, there are various programs to convert them, and some don't even need converting, just renaming.
