Wireless 360 Problems With Various Emulators

I'm sure I'm not the only one to think of using up to four wireless Xbox controllers on my machine when playing video games, so I'd be surprised to run into anyone who hasn't had this problem: in some emulators (namely Demul and Project64), setting up more than one controller in the configuration menus presents input problems when the emulator is subsequently run with only one controller turned on or connected.

For instance: I set up Demul for two controllers. I have to use the DirectInput option because Xinput doesn't work at all. If I start up, say, Soul Calibur with only one controller turned on, when I get to the menu screen it starts scrolling uncontrollably. The same thing will happen if I run Super Smash Bros. in Project64; get to the menu, scrolling madness that just doesn't stop.

Anyone have any idea what's causing this?
