Strange underwater hole in Zora Domain (Zelda:OoT)

Is it possible to dive into this hole?
It's in Zora Domain, right under the ladder which goes to the main entrance to the domain.
I tried many times - nothing...
With Gold Scale (young Link) I can dive as closer as possible...
No success...
With Iron Boots (adult Link) it's impossible too, because Zora Domain is frozen.

Actually that's not a hole. More like a polygon glitch. I've used the iron boots code with child link, and it was nothing but a dead end.

Actually i doubt that. None of the DD hooks are visible in the actual game, while this is, more than likely used at one point but taken out. Either that or Nintendo is playing games with us. Hehe.
