Windows 98 Problem

Helllo guys

I got a problem here.



When I am on the pc from my friend (his dad) and when I try to enter the configscreen or the registry editor I get an error This option has been disabled by the system manager please contact him to make any changes. Its windows 98 is there a way to go around it? If there is pls tell me

Yeah, there is. The permissions have been altered by an external software. I used to know a good software for doing it when I worked in the computer lab but I cant seem to remember what it was. Maybe someone else will know.
