if your talking about developing a N64 game you'd need to get a N64 Dev kit (SDK), t'is the only was I've heard of making N64 games.

I am pretty sure Nintendo has such a tool, but it would prolly be pretty hard to get your hands on it..... Maybe it's in one of the leaked SDK's, I dunno.
