nope, you do not have to .. but if your asking from a legal point of view ... well then you are not even alowed to download them .. the 24 hour thing is really just BS.

It's illegal to download roms, even if u delete them within 24 hours.

Where there is emulation - there are roms... Who needs an emulator without having roms?
Illegal this or not ...
Maybe it's better not to talk about legality at all.
