Project 64 loading textures that were manually deleted from the cache file

Build: P64 1.6
OS: Win 10
Video Plugin: Glide64 'Final'
Game: Majoras Mask

I'm having a problem with the Bludart texture pack as well as the Djipis Texture pack.

The problem I'm having is kind of weird:

I loaded Bludarts HD textures successfully only to find out that only half the pack is included in the rar.
So I removed it manually from the Hires_Texture file and even deleted the Hires_Texture file afterwards because it was no longer needed.

I then went and Downloaded the legendary Djipis Cel .dat pack and installed it to the Cache folder located in the Plugins folder.
Selected both the Glide64 'final' and the rice format plugins. I also checked 'save Texture cache to hard disk'
When I start up the game bludarts Textures keep loading, and they in theory no longer exist in the P64 program folder.

Djjipis pack will not load whatsoever over textures that no longer exist.

No matter how many times I try to uninstall and reinstall Djipis cel pack, Bludarts Textures (that are no longer in the plugins folder) keep loading.

I searched google and looked through here quite extensively to no avail.

For possible solutions I have tried:

1. Restarting my computer to make sure cache files were gone
2. Reinstalling glide64 final
3. Reinstalling Projject 64 1.6

Yea, I'm stumped. P64 shouldn't be doing that should it?
