Is Netplay On Emulators Transferring Illegal Files?

Does Netplay on an emulator, when they send signals back and forth, send copyrighted data or is it legitmate?

Depends on the implementation. If it sends the ROM, it's illegal. If it only sends controller inputs (most emulators) it's legal.

Alright, thanks for the input. What's the best SNES emulator for netplay that only sends controller inputs? It doesn't come available with Higan, which is my current favorite because of the cycle-accuracy.

I think only an old version of ZSNES does it, which is very inaccurate. I don't know if the latest Snes9x does it as well.
