Hey, i play Pokemon Fire Red and i was wondering if not to evolve a pokemon is available. if its available, how ?

Yep, its available. Either press B when its evolving, or make it hold an everstone. You can get one from Prof. Oak's aides in a Pokemon Center near the Rock Tunnel entrance to the east of Cerulean city.
