    Question Misconfiguration?

You must need to configure the input plugin. What emulator / plugin are you using?

It might be that the Analog Stick deadzone is set too high in the controller plugin configuration.

If you mean turbo in the sense that the entire game runs faster, then disable Limit FPS.

That is called the Digital Pad. Every video games console after the NES has one. Set up your controls from Options --> Configure Controller Plugin.
