Insanity o.o

I know this is a weird question, but why the N64 emulators and the N64 can't run a game at 60fps? ... yeh, the N64 Emulator says "59.9fps" but the game itself it's running at "30fps"... i was wondering if someone know why this happen.. o.o;;
Another thing... some N64 Emulators can run the game at "60fps"... this is so confusing for me x__x;
