Is there any way to use kaillera to make Zelda OoT and MM Online for 4 players at once?

Those games have no multiplayer option, so no.

Who/what would those other 3 people control? Both OoT and MM are single player games regardless.

Games need to natively support more than one player for people to be able to play online in the first place. You would have to recode parts of the game to turn it from single player into multiplayer.

No. I can only assume you're confusing the N64 games with Four Swords Adventures, which was released for the Gamecube.
