PS2 Memory card format converter?

I have a hacked game save that I downloaded, but it is in .psu format.

I have an Action Replay with support for transferring save games from a USB drive to the memory card, but it only supports game saves in .max format.

I know there are programs that can convert the formats of PS1 game saves to different formats, but is there one for PS2 game saves?

Thanks. I'm also wondering, is there a program that can also change the region (example: US to Japanese and vice versa) of games saves? I know there was such a program for the PS1 (I think it was called psxge), but is there one for PS2?
