With Project64 + Mudlord's Rice 1.6.4 and Star Wars: Shadow of the Empire, under "Current Game Options" in the graphical plugin option set Frame Update to "At CI Change" this illuminates the video flicker at certain angles.

That's an old post, and I'm pretty sure it didn't do that before. For the benefit of people still reading this thread, I recommend Nekokabu & Masa's unofficial RDB, as it has some fixes for various games, increasing the compatibility.
