How do u change games
like that guy doing the WWF No Mercy and updated the characters and adding arenas and clothes and stuff, how do u go inside the rom file and edit the stuff like that

You don't go into the rom file and edit anything at all. These changes are made possible through the incredible graphics plugin written by Rice.
Click here to get going in the right direction. Be prepared to do a little reading but fear not, Rice's plugin is very user friendly. Good luck.

But its a .rar file how do I open that, I use Project64
