Hmm, I doubt it. Maybe if you could somehow get it to export code for the game and then compile it with an N64 compiler.
Don't think so, because game maker is surely for the PC and because of the N64 has a lot different processor, gfx... (that's why we need to use emulators to play our games) you could only do a PC game and can't compile it into a rom.
BTW: why not searching for some homebrew sources, there you can see how it work...
