Unknown AX-Command 0x8067

I recently downloaded Dolphin, and a Paper Mario 2 rom (jap). I renamed the .iso to a .gcm , but everytime I try to open in Dolphin, I keep getting the error, "Unkown AX-Command 0x8067" or something similar. Can anyone help?
