The option should be under Birthday in the Profile bit of the User CP, but it is no longer there, so you can't change it. Might want to make a suggestion.

its still a field in the MySQL database still, so an admin should be able to change it easy enough

actually, theres more than just this missing, for example its now at this moment impossible to upload a new custom avatar.
edit: oh nm, looks like they fixed that ^
