1964 gameshark: a bug or works as intended

The Gameshark feature does not freeze the memory locations. It only sets them to the cheat value on the "Green button" press.

The question is: is this a known bug, does it work as intended and if it does not and it could, what can be done to make it freeze the memory locations

Is it? This is clearly related to 1964.
