Because the term, "Rom" is Read only memory. They call it a rom because it comes from a ROM Chip inside of a N64 cartrage for Example. The reason why they dont call it a Rom is because it is not a ROM... It doesnt come from a Rom IC, It comes from a CD. Now, the BIOS IS a Rom (Dont ask for it) The only rom you can use on a PSX Emu. BTW, about the CD, your asking the same question.... I dont know why you play them on your computer insead of a PSX, maybe you dont want to go out and buy one so you just buy the games?

ROM is actually a misnommer, these "rom" files are Binary images, in the same way that a CD Image can be used with a PSX emulator (but you can also use the original CD)

There are a number of PSX game images floating around out there, but as was stated by DuDe, they're painfully big downloads.
