Black Bars on Street Fighter 3: 3rd Strike

Loaded up everything to find these black bars on the side, changing the resolution or trying to adjust the screen in the in-game settings does nothing. Any ideas how to fix this?

Not sure, I'll try with the latest version and report back.

EDIT: New version doesn't change anything, would you suggest an older version, or am I just out of luck?
