Anyone knows how I can convert textures into tpl file?

sorry, i did try the search and got this link.
but it gave me an error when i try to download.
it seems ok now.

btw, does the tplx works only for winxp? i am using vista..

i tried running it using command prompt, it did work but tplx doesn't allow me to convert texture to tpl files.
i was trying on TexConv but i need to create a script file for it to convert my textures.
no idea what kind of script file i have to write.
any pointers, please?
