Alright... where to begin. I go to settings and set the graphics to the Jabo's Direct3D8 1.6 and the FPS is great. But then the graphics are absolutely crap. You can't make out a face from the back ground.

But if I have it on Jabo's Direct3D6 1.5.2 I can see everything clearly. But the FPS is toliet material.

The most likely answer is that your graphics hardware is below the minimum requirements. Which bring me to the question: What graphics card (or most likely, chip) do you have?

Or then your drivers are shot to hell.
