Error: Max Code blocks reached

I keep getting the Max Code blocks reached error while playing International Superstar Soccer 2000 on Project 64 version 1.4. What does that mean and how do i fix it?

My specs: Pentium III 700, 128 ram, Riva TNT2, Windows Me. I do not use sound.
