After you start it up and it gives you the info on the games, do the messages in the "notes (core)" and "notes (default plugin)" give you solutions to the problems or does it just tell you the reason why it doesn't work?

Could be either one. Are there particular notes you have a question about?

Yes, Perfect Dark And The World Is Not Enough, it says that there are issues(plugin), will they still work?

That's a generic note stating that various graphic (and potentially audio) glitches are known to occur. The GameFAQ can then be consulted for more specific information. The games will work though.

My Cruisn' USA status is "PJ64 version" but it does'n work. Whats that?

It means you'll need to use an older version of PJ64.
