Experiencing Lag

While playing a game the action aways drags and has to take time to process everything. Other games work fine although aren't as graphically demanding.
My video card is Radeon 9800 XT.
Please help.

IIRC, this game has problems in Project64 and the default graphics plugin (Jabo's Direct3D8)

See if changing the graphics plugin helps (either Rice video or Glide64 with a wrapper).

Im having trouble getting glide64 to work. It says that I should drop the plugins into the plugin folder of project 64 but when I downloaded it Project 64 only came with the installer not the archive. I tryed extracting one from the program but it doesnt have a plugin window. What am I suppossed to do to get Project 64 in rar format?

There is only one Project64 1.6 archive which is an installer. Use it to install Project64 and then put whatever extra plugins you might have into the newly-created Project64 1.6/Plugin folder.

You change plugins after you've started the emulator, under Settings --> Options --> Plugins
