what is the best graphic plugin i can use for this game at some points it just gets all flickery and stuff i don't want that too happen.

Try Rice's video plugin or Glide 64 with wrapper.

Glide64 w/ wrapper should emulate this perfectly.

You either forgot to put glide64.ini in the Plugin folder, or this file is broken. Copy/replace it with the one from glide64 distributive.

ok i got that now but it goes really slow when you enter a battle is there something for that too?

You must enable "hardware frame buffer emulation" option. When you enter a battle, motion blur is used, which is frame buffer effect.

every time i enter a battle it just shuts off so that didn't work

It works of course; otherwise nobody would tell you to use it.

1) Be sure that you have latest version from here:
http://www.emuxhaven.net/forums/showthread.php?t=6123
and you have copied included files to correct folders.
2) Be sure that you read carefully everything in my post
3) Be sure that your video card is good enough - run test.exe first
4) Be sure that you set resolution NOT higher then 1024x768
