As you meet the minimum requirements, just look at the compat list:

I looked at the compatibility list and I show bad frames.
In my PC the frames are in 5fps in cray taxi.
If I to make one upgrade for one athlon 64 3000 + 1GB RAM? The game goes to twirl with 12fps? Sorry no speak english. I live in Brazil. Babel Fish!!!!!

from FAQ:

Q: Whoa, Dolphin is running as fast as a pregnant snail, what am I doing wrong?
A: The Nintendo Gamecube is a very advanced platform and (todays) computers are not fast enough yet to emulate it with the techniques we use. So... you aren't doing anything wrong! Upgrading a CPU or GPU won't gain you much more performance (you will only gain 1-5 fps). IF you decide to upgrade just besure to get a 64-bit CPU and a GPU which supports (at least) 2.0 pixelshaders.

It'll work slowly, and you'll get graphical issues (video card lacks Pixel Shaders) + any known graphical errors on top of that.

You need to use the hacked video plugin for full speed, like I do in the attached picture.

I don't think I have that option in my plugin. And a lot of options are not available. Why is that?

Haha. This begs the question: Who didn't know that a question like that would eventually pop up?

Its the only way to get full speed but very exclusive. You have to not annoy the moderators with silly questions for a few months, and then you can earn it. ;)

I got the joke. quote; I don't think I have that option. But, and I don't if this has been answered or not, why are the other options not available?

GUI placeholders for actual features that are unimplemented. Happens alot in Alpha/Beta software.
