would anyone know if it would be possible to merge the US, Japanese, and PAL Bios Flash files into one, so that there would be no need to constantly switch between the three?

It gets kinda annoying constatly switching between the three, and I'd prefer to have one file with three functions. would it even work?

What is the point of it? All (jap eu and us) versions of bios has the same options and no important differences :D

Except that Jap and Us are NTSC, and the Euro is PAL. I was just thinking that it could make things a little easier.

What you are suggesting is impossible. Even Sega did not do this and they developed the system.
