rice video plugin

ok, now what is a .rar file? i have been trying to get rice's plugin to work, but it is a .rar file and i dunno what to do with it. can someone help me?

If you don't know where an extension comes from, I usually go here http://filext.com/. I'ld look for "rar" and the result would tell me that it is used by WinRar. That can be found: here http://www.rarlab.com/index.htm

ok, i got it to work, my friend told me where to find the files...i can see the stuff i couldnt before, but there are white lines going through everything that was not there before...can anyone tell me how to fix that? i dont know what my video card is, all i know is that it is very low-end, and my friend was surprised i could even use pj64 with it.
