Yeah you are right i made some GameFaqs research and i found this:

Unlock Green Hill
To unlock a 3D version of Green Hill, you must collect all 180 emblems in the game.

I've done this, yes, it's all the emblems unlocking the Green Hill Zone, the music was remixed as well and sounds very cool.:)
