the characters look the same as the ones from the dreamcast game shikigama no shira or something like that. i wonder if they are related?

Yes and yes, Shikigami no Shiro 2. There's a review of the Japan GC version here (http://www.classicgaming.com/shmups/reviews/shiki2/index.html), though the review states that it was released as Mobile Light Force 2 in the US. As I recall, MLF2 was the US release of the first Shikigami no Shiro, and the game above is its sequel.
