Well I would say it's your card, but ME could also cause the damage, I'm using ME myself and I know about the trouble it can make :)
Get a new OS or a new Graphic card, that will do it a Geforce 2 MX or somehing like that, if your not the worlds most richest man you could buy a GF3 :)

An ATI Rage 128 is rated below the minimum specs for Jabo's DirectX Plugin. This is mostly because of the low ammount of memory + flaws in the drivers. Your prob will not get fixed unless you get yourself a Geforce or a Radeon.

It is below spec, and it does have poor drivers, but the nub of the problem is that it cannot (http://www.dictionary.com/cgi-bin/dict.pl?term=cannot) do the required blend modes.
