Radiant Silvergun performance

I was wondering if any of you are getting decent speed with RSG (like a constant 50-60 fps) on ANY emulator. I tried the hacked girigiri and "the emulator formerly known as hacked girigiri" :whistling and the game runs pretty choppy.
My specs (notebook): Pentium M 1.5 Ghz, 512 Ram, Radeon ATI 9700
Would altering the game.dat do any good? Does the bios version (euro or jap) affect in-game performance?

And btw, are there any games that are emulated (nearly) perfectly?
