if by "obtain" you mean you want the name of the first file launched
you can use the tool ipbin4win
or you can use an hex editor and see the name at offset 0x60 to 0x6B

He's looking for a way to create a new 1st_read.bin file using the data from ip.bin.
I don't think that is possible, because if it was, what would be the utility of the 1st_read.bin if there were a way to get it from the ip.bin?

you can not see the 1st_read.bin on the iso or cd? then is hidden. try isobuster or cdmage and you can see the hidden files.
