I got that after i altered my BomberMan Online's 1st_read.bin (I tried to take the Echelon intro out. didnt work tho). So, I'd have to say, corrupt 1st_read.bin? as far as i know at least..

Or even better, use Alcohol 120% virtual CD drive. It works perfectly on mine. No io control error or anything.

This happens to me in Marvel vs Capcom 2
Not sure why, i'm using alcohol.
Dosnt happen in any other game.

But i press ok, and the emulation keeps working fine.
