Configure Plugins=Annoying

When you do Ctrl+P to change plugins I think there should be the option 2 configure plugins there. Like in UltraHLE2064. Thanks.

Some plugins unfortunately cannot be configured until they are loaded. For resource efficiency and stability, 1964 will not load a plugin until you press ok on the dialog.
