I decided to test this game, and I get similar problems. I posted my specs. Except it is real sensitive. If anything happens in the background like an MSN thingy pops up it will slow to 1-2 FPS.

that's a fairly nice setup, I dont see a reason you would have problems using Jnes. I'd have to assume it's some kind of configuration problem.. I have almost that exact setup.

Update your drivers, and if that doesn't work, give another emulator a try like NESten, if it works let us know..

Hmm I have gone though many games on tecmo super bowl and never had a problem with the frame rate unless I mimize it for a long period of time.
