I want to create a plugin to run evangelion64, how do I create it???

First of all, learn to program
Second, learn how the N64 works particularly graphics
Thirdly, make the plugin which is a VERY hard task to do

there includes coming with PJ64, but judging from ur question u should rather learn to programm first ?
