Problem Loading N64 Cheat Package

Sorry I don't really understand you.
What Cheat N64 Cheat Package ?

If you mean the 1.5 sp1 Package......
then when its updated you still wouldn't see a System or Cheats options in Browser mode.

You only see the System\Cheats option once you have loaded a Game.
The Language Option is in File\Language.

If you want to just see the Cheats Menu in Browser mode then just Right Click your Mouse on a Games Name and Select Edit Cheats, that will then open the Cheats Dialog where you can see them but not edit, Add, or Delete them in Basic Mode.
